EVENT DESCRIPTION:

​This two-part public seminar on social impact assessment draws attention to two important topics concerning the management of impact: i) evidence-based program planning and evaluation; and ii) cross-sector collaboration and collective impact. 

Part 1 of the seminar will examine evaluation methodologies/strategies such as Cost-Benefit Analysis, Randomized Controlled Trials and Social Return on Investment (SROI), and discuss the advantages and limitations of such "evaluation tools" in social impact assessment and policy intervention. Speakers from Hong Kong, Mainland China and United States will provide unique perspectives and practical experience on evidence-based impact evaluation.

Part 2 of the seminar is titled "Engendering cross-sector collaboration to drive collective impact" and two local speakers from Hong Kong and two overseas speakers from Japan and United Kingdom will discuss development of impact assessment initiatives in government, corporate and social sectors and examine whether and how the notion of collective impact is being addressed in the course of driving organisational impact.

Speaker Bio:

Prof. David Weimer, University of Wisconsin, Madison (US)
David Weimer is the Edwin E. Witte Professor of Political Economy. His research focuses broadly on policy craft and institutional design. Although most of his recent research has addressed issues in health policy, he has done policy-relevant research in the areas of energy security, natural resource policy, education, criminal justice, and research methods. Professor Weimer is co-editor of Investing in the Disadvantaged: Assessing the Benefits and Costs of Social Policies, co-author of Cost-Benefit Analysis: Concepts and Practice (fourth edition), and author of Medical Governance: Values, Expertise, and Interests in Organ Transplantation. In 2008 he was elected a Fellow of the National Academy of Public Administration. In 2013 he served as president of the Society for Benefit-Cost Analysis. He received his doctorate in public policy from the University of California, Berkeley.

Tony Luh, Yifang Foundation (China)
Born in Japan, raised in Thailand, and possessing profound knowledge of the Chinese language and culture, Tony spent his professional career in both Asia and the US. Tony has over 20 years of experience in capital markets, sales, strategic alliances and business development. Tony was most recently General Partner and Greater China President for the Westly Group. The Westly Group is a renowned clean tech focused venture capital firm headquartered on Sand Hill Road in Silicon Valley. The Westly Group’s most recent successes include Telsa Motors (Nasdaq: TSLA) and Amyris Biotech (Nasdaq: AMRS). Before joining the Westly Group, Tony was one of the founding managing directors at DFJ DragonFund; Tony was more than instrumental in the success stories of FastWeb (Nasdaq: VNET), YeePay, Hudong, etc. Tony now has set his vision on putting a heavier focus on non-profit work and creating positive social impact, especially in Greater China.

Terence Yuen, Hong Kong Institute of Social Impact Analysts (Hong Kong)​
Terence Yuen is the Founder and Executive Director of the Hong Kong Institute of Social Impact Analysts. He also serves as a board member of Social Value International, the largest international social value network in the world. A qualified accountant and a seasoned evaluation researcher, Terence has worked as an independent research consultant affiliated with the Chinese University of Hong Kong and the University of Hong Kong. ​Terence is currently appointed Research Coordinator at the Centre for Social Innovation Studies of the Chinese University of Hong Kong, Honorary Lecturer at Department of Social Work and Social Administration of the University of Hong Kong, and Academic Instructor of the China Global Philanthropy Institute in Shenzhen. He frequently lectures at local universities, and is an International Fellow of the Center on Philanthropy and Civil Society at the City University of New York. Dr. Yuen graduated from the City University of Hong Kong with a B.A. in Accountancy, and obtained a MPA and a Ph.D. in Politics and Public Administration at the University of Hong Kong.​

Speaker Bio:

Wong Yuen Shan Stephen, Our Hong Kong Foundation
Stephen Wong received a B.A. Degree in Economics from the University of Chicago, Phi Beta Kappa, and an M.A. Degree in East Asian Studies (Whitney and Betty MacMillan Center for International and Area Studies) from Yale University. Since then, he worked for a number of global financial institutions, including as an Executive Director in UBS (London) and a Managing Director at RBS. Stephen joined Our Hong Kong Foundation as Senior Consultant in May 2015, and was appointed Deputy Executive Director and Head of Public Policy in November of the same year. Stephen’s public service includes various advisory roles appointed by the Hong Kong Government, including Committee Member of the Financial Services Development Council, Sub-committee Co-opt Member of the Sustainable Development Council, and Member of Investment Committee of the Beat Drugs Fund. He is also active in community service, serving as Chairman of the Clean Air Network and Vice Chairman of the Budget and Allocation Committee of the Community Chest. Stephen is also a part-time Lecturer at the Chinese University of Hong Kong for the Master of Social Science in Global Political Economy, and an Adjunct Associate Professor at the Hong Kong University SPACE for the Institute for China Business.

Ken Ito, The SROI Network Japan
Ken Ito is the Executive Director of SROI Network Japan, Project Research Associate at Graduate School of Media and Governance of Keio University, and Regional Head (East Asia) of Asian Venture Philanthropy Network​. He has been heavily involved in the development of the social entrepreneurship space for the past eight years both as a practitioner and a researcher, before which he spent around ten years in the private sector including finance manager position in GE Capital. Ken has also been active in education, research and promoting international exchange activities. He served as the Director at Center for Social Innovation, Institute for Strategic Leadership and organized Social Entrepreneur of the Year Japan program from 2008 to 2010. Ken teaches “Social Finance” and “Product Development and Marketing of Social Business "at Keio University and  “Social Entrepreneurship” at Chuo University. He obtained his MBA in Thunderbird Global School of Management (Arizona, US).

Kelvin Cheung, UnLtd Hong Kong
Kelvin Cheung is Founder and CEO of UnLtd Hong Kong. Kelvin’s passion is creating lasting social change, inspiring young people, and making ideas into a reality. He does this by wearing two hats. One hat is the CEO of UnLtd, a seed stage incubator for social innovators in Hong Kong. Started in 2014, UnLtd HK is inspired by the model of UnLtd UK, where they have supported over 14,000 entrepreneurs in the last 12 years. His other hat is the COO of the Good Lab, a Do Tank, advising and supporting businesses, non-profits and the government on social innovation. Prior to his work in social innovation in Hong Kong, Kelvin started and ran FoodCycle, a food surplus charity in the UK which is now a network of 1,400 volunteers in 20 hubs across the country. His secret third job is a spin instructor, where he motivates participants twice a week to push themselves to their mental and physical limits. He's got a Masters in International Development from SOAS in London. His leisure activities including cycling, cooking and hiking, with his longest trip as riding from Vancouver to Toronto, Canada in one month in support of local charities back when he was 18.

Jeremy Nicholls, CEO of Social Value International (UK)
Jeremy Nicholls is the Chief Executive of Social Value UK and Social Value International, which are membership organisations for individuals, organisations and companies supporting principles and standards in accounting for social and environmental value. Jeremy is also a Director of the FRC Group (an award-winning social business based in Liverpool), a member of the IRIS advisory committee, the Social Stock Exchange admissions panel, the ICAEW Assurance Panel and the European Commission expert group on social entrepreneurship. He has lectured at several Universities including the Said Business School at Oxford University, Hult International Business School and the University of Western Australia.​
